Description
As outlined in Canada’s defence policy, Strong, Secure, Engaged [5], adapting and innovating quickly are crucial to developing and maintaining capabilities that address the challenges presented by today’s evolving global defence and security environment. To this end, innovation, knowledge, and problem solving are essential for Canada and its allies to mitigate threats and meet evolving defence and security needs.
In that context, the Innovation for Defence Excellence and Security (IDEaS) program will foster creativity and ingenuity in Canada by enabling the creation of networks of experts, providing support and opportunities to innovators, and by facilitating the integration and adoption of new capabilities for the Canadian Armed Forces and public safety and security communities.
Multi-institutional, multi-disciplinary teams, termed Micro-nets, are invited to submit research proposals on the following Innovation Challenge area from the defence and security community: Advanced Materials: Avoiding Detection and Physical Protection [6]
Full details are available in the Innovation Networks Application Guide [7]. Micro-nets must propose interdisciplinary research programs aligned with the Innovation Challenge.
Eligibility
This call is open exclusively to multidisciplinary teams of at least five investigators. The primary affiliation of the investigators must be from at least three separate institutions and/or organizations. Eligible institutions or organizations are:
- Canadian universities and educational institutions chartered in Canada;
- Incorporated Canadian for-profit organizations;
- Incorporated Canadian not-for-profit organizations;
- Provincial/territorial and municipal government organizations; and
- International universities and educational institutions.
Each Micro-net can be composed of investigators from any combination of institutions and organizations from the list above, however, at least one Canadian university must be included. For example, Micro-net members from two universities and one for-profit organization would be deemed eligible.
Individuals from the institutions and organizations listed above and who are members of existing networks, associations, groups, consortia, etc. may participate.
Federal government departments/agencies, and federal and provincial Crown Corporations are not eligible for funding under the contribution program.
All organizations/institutions must possess the legal status necessary to enter into a funding agreement.
Funding Availability
Funding will be provided by the IDEaS Transfer Payment Program, a federal government contribution program administered by the Department of National Defence.
The total budget for this call is $9,000,000.
Maximum Project Value
Each Micro-net can request up to $1,500,000 over three years.
Co-funding is not mandatory, however participants from for-profit organizations will be required to contribute up to 50% of their costs.

An Information Session on the First Call for Proposals for Innovation Networks will be held by Web conference on June 11, 2018:

How to Apply
- Read the Application Guide [11]
- Become familiar with the Innovation Networks current Innovation Challenge [12]
- Lead Applicants interested in applying should register themselves on the Competitive Projects Application Portal [13].
- Once registered, Lead Applicants can submit a Letter of Intent (LoI) via the Innovation Networks Application Portal [14], no later than July 13, 2018, 12:00 p.m. (noon) EDT. The LoI will be evaluated based on a single mandatory evaluation criterion [15] on a pass or fail basis.
- Successful LoI applicants will be invited to submit a Full Proposal via the Application portal no later than October 12th, 2018, 12:00 pm (noon) EDT. The Full Proposals will be evaluated using six point-rated criteria [16].
An overview of the application and evaluation process is visually depicted in Annex E of the Applicant Guide [17].
The IDEaS Program Office aims to inform Applicants the final funding decision within 90 days from the Full Proposal submission deadline.
