Are there limits to a Job Security Guarantee?

Limits on the JSP Guarantee

The funding guarantee is binding on the academic unit except where:

  1. The student’s academic progress is unsatisfactory
  2. The student’s work performance is unsatisfactory
  3. The student does not apply online or declines an offer of appointment
  4. The student is unavailable for work without prior written approval or extenuating circumstances

Items 2 – 4 only apply where they are included on the funding form.

Guiding Principles

  • These are our students – flexibility is important
  • The JSP is a guarantee of employment, but it’s also a development opportunity
  • Where evaluations occur they should, first and foremost, be formative and developmental in nature
  • Situations where the JSP is not fulfilled must be exceptional and should always be done in consultation with FASR

Limits on the JSP Guarantee: Work Performance

  • Required to conduct a performance evaluation (see Article 13) and rank as unsatisfactory
  • Performance evaluations are meant to be formative and should be done regularly
  • Only in rare cases would we use a performance evaluation to deny further work under the JSP
  • Contact FASR for advice on individual situations before taking action

Limits on the JSP Guarantee: Failure to Apply or Declining an Offer

Students in their JSP are required to apply to at least one work assignment online, indicating they are in LoC 1

  • Must be given latitude – make reasonable efforts to contact the student and get them to apply or make alternate arrangements
  • If a student does not respond or declines a work assignment offer, the department should determine if there is a legitimate issue (scheduling conflicts, etc.)
    • If so, the department should take steps to assess the situation and accommodate the student
    • If not, the department should contact FASR for further advice

Limits on the JSP Guarantee: Lack of Availability

We must always do our best to accommodate our students

  • Where there is a legitimate reason for the student to be unavailable (illness, approved leaves, etc.)
  • Also need to accommodate field work
  • Where possible, make arrangements up front.

Cross Department Guarantees

  • JSP commitments can be made outside of the home department
  • Can only occur with the approval of the Dean(s) and both departments
  • Must be clearly outlined on the funding form
  • Do not list all possible departments where a work assignment could occur. Only list the home department and where other work assignments will occur
  • The home department remains responsible for meeting the commitment if the other department does not have enough work
