It will discuss the shift in program evaluation from accountability to learning-oriented approaches, emphasizing collaboration, systems change, and innovation. The seminar will highlight how multi-stakeholder initiatives like living labs require evaluation frameworks to address questions of effectiveness, inclusion, investment, and success, using Utilization-Focused and Developmental Evaluation to guide collaborative decision-making.
